A1: System Analysis
Purpose
The purpose of this assignment is to describe the community, educational system and learners in an institutional setting where an online learning component will be proposed for enhancing learning in the current setting. Information provided in the following description was gathered from reports published by the specific community. Current data for the school year is progress is not available at this time. Therefore, data from the 2011-2012 school will be used for this initial piece of the proposal and will be updated at a later date when 2012-2013 data becomes available.

A2: System Design
Statement of Needs
The school described in this study is in the process of changing from using Florida’s Next Generation Sunshine State Standards (NGSSS) to Common Core State Standards (CCSS) to drive mathematics instruction. The move to CCSS will allow teachers to go more in depth with the topics they cover. Previously, using the NGSSS required students to learn so many topics at a specific grade level that instruction was inadequate. Teachers had to teach a topic over the course of a couple of days. Topics of greater difficulty for students were not given adequate time for students to attain mastery. Each year, the percentage of students who do not meet grade level expectations in math grows because of the increasing gaps in mathematics instruction.
Reviewing the standardized test scores for The Elementary School for grades 3-5 supports this claim. Data for the 2011-2012 school year, showed an increase in the percentage of students who do not meet grade level expectations in mathematics from third to fifth grade. The percentage of students who did not meet grade level expectations for mathematics increased from 15% for third-grade students, to 18% for fourth-grade students, and 29% for fifth grade students (Florida Department of Education, 2012).
Now, with a focus on mastery of mathematics skills with CCSS teachers will have more time to spend on fewer topics to improve student performance in mathematics. Staff at The Elementary School, transitioning from using NGSSS to CCSS for mathematics instruction, needs an effective online delivery system that provides instruction for students, resources and materials for teachers, and connects learning at school with the home environment by providing support for parents.

Overview
Needs assessments entail various types of data collection in order to present an accurate picture of the current practice at an institution and the difference in what is desired, known as the gap. In the following proposal, a description of various data collection tools appropriate for the current project will be presented and discussed. The needs assessment methodologies that will be used for this investigation will be identified in the Instruments section and the specific tools for data collection will be included as appendices. An explanation of the process that will be completed for the needs assessment will be detailed in the Procedures section.

The questionnaire created for the purpose of this proposal is included in the Appendix.
